It is recognised that this cannot be done by the inclusion of direct teaching on sex hygiene in class except in the ease of adolescent pupils at œntinuation alussen, but muchhcan be done in individual teaching if the teachers themselves are adequately

instructed. The teacher exerci ses an influence not only over the ohil1, but over the parents of the pupil. A fully instructed ten-

cher can therefore disseminate information to the adult populat- ion by dealing with the parents, and can secure their co-operation

in a cleaner and more wholesome attitude towards the sex problem

on the part of the child. We therefore recommend that special

courses of lectures for teachers should be arranged by the Bauant

ion Committee, and tikt Headmasters and Headmistresses of schools

should be authorized to convene conferences of parents, such con-

ferences to be addressed by suitable medionl speakers who would

invite their on-operation and their active participation in an

improved method of sex education for their children.

THE SUPPRESSION OF PROSTITUTION,

We were informed that the Colony was administered by English

Comunn Law, under which brothel keeping is an offense. This is

strengthened by a local ordinance alle wing the authorities to

close any brothel and deport the inmates. The Vagrancy Aat is

strengthened to deal with soliciting by a local ordinance penal-

ising soliciting from doorways, windows or balconies

A local ordinance (Public Health) exists forbidding the use

of sleeping cubicles on the ground floors.

We find that there are three centres of prostitution where

brothel keeping is allowed by the vernment.

It is

For foreign women and for the better class Furopean,

understood that Chinese men are not supposed to visit these houses.

This is taken by both the women in charge and the Chinese men

to mean that they may not visit in native costume, but Chinese

men in European dress are frequenters of the houses.
