Traffic in Opium Pesolution
(2)(b) The Cabinet had before them a
Memorandum by the Colonial Office on the question
of Opium Traffic in the Eastern Colonies (Paper C, P.
2554), and were informed that if the expression
"suppresion of the traffic" could be interpreted
as "gradual suppression of the traffic" the
difficulties foreshadowed by the Colonial Office
would be to a considerable extent removed.
The Cabinet took note of this consideration
