I have laid before the Lords Commissioners
of His Majesty's Treasury Mr. Grindle's letter of the
24th February and the enclosed copy of a despatch from the Governor of Hongkong on the subject of the note
· issuing powers of the Mercantile Bank of India Limited
and the Hongkong and Shanghai Banking Corporation,
In reply My Lords direat me to request you to inform Mr. Secretary Churchill that there does not seem
to be any urgent reason for oonferring at this date
privileges of note issue during the period between the
13th August 1929, when the existing powers of the Hongkong and Shanghai Banking Corporation will lapse, and the 12th
July 1939, when those of the Chartered Bank of India,
Australia and China come to an end, upon the Corporation
and the Mercantile Bank of India Limited, and They would
suggest that the preferable course will be to extend the
