In these circumstances the space between the 'Hain' and Saloon decks cannot, I think, be regarded as simply a Shelter for deck passengers but that notwithstanding the opening in the stern it is sufficiently closed in as to be not only available but actually used for the berthing and accommodation of 3rd Class passengers and is, I submit, liable to inclusion in the Gross tonnage.
