With reference to you. letter of the 31s 12245/21, respecting the requirements of the Government of Canada in regard to the survey and inspection of ocean steamships, I am directed by the oard of Trad state, for the information of r. Secretary Churchill, that no Order in Council has been made under section 234 of the Merchant Shipping not, 1894 in respect of the recognition of either Canadian or Hong Long passenger certificates in the United Kingdom and these certificates are not in fact accepted by this Department as of equal value with those granted in this country. with regard to the acceptance of certificates issued in the United States of America the attitude adopted by the Canadian Government in not recognising the unites status certifi- oate when held by a British ship appears to be correct, and is in accordance with the Board's practice, which is to accept foreign passenger certificates only in respect of ships belonging to the country, which grants the certificate.
As the ong Long certificate i. not at present recognised in the United Kingdom, it is not possible to press the Government of Janada to recognise it. The board will, however, be prepared to consider whether they can properly recognise either the Hong Long or the Canadian certificates on receipt of the full par- ticulers of the regulation in forcend the practice adopted with regard to the survey of passenger tea.ships in Hon Long and canada; the regulation: would then be examined by the soard's technical advisers a to ether they and the passenger certificates, can be recognised under Section 84.
