With reference to Sir Louis Kershaw's letter

by the Secretary of State for India in Council to forward, for the information of Mr. Churchill, a copy of the papers

will be observed that that arrangement does not extend to

raw opium, and that it includes a reservation in respect of consignments imported by a Government department on Government account.
