I am directed by Mr. Secretary Shortt to refer to your letter of the 18th instant regarding the application of Mr. Helge Tarby to the Governor of Hong Kong for the grant of a certificate of naturalization, and to say for the information of Mr. Secretary Churchill that were the application made in the United Kingdom Mr. Shortt would feel bound to decide that the man has not a sufficiently substantial amount of residence ashore to render him eligible for the grant of a certificate of naturalization.
