In accordance with the instructions contained in

your despa toh Mo. 183 ( 8338/21) of July 18th last, I

have had interviews with the Commissioner of Customs

and the Commissioner of Kunicipal Police in an endeavour

to awlve measures for the suppression of the muggling

of opium and arms at Shanghai.

As you are aware the problem is a peculiarly

difficult one owing to the number of different authorities

and jurisdictions involved. The Municipal police function

in the international settlement only, and then not on the

private wharves where most of the smuggling is done. The

wharves belong to shipping companies of different nationali ti es

and oumnot be entered by the police without a warrant from

the national authority concerned. Moreover the province of

the Municipal Police ends at the water's edge and the harbour

itself is looked after by the Customs kiver Polloe who are

in adequate in mumbers to control affectively the nine miles

stretch of river from the Tongkow Creek to the Kiangtan

Arsenal, closely packed as it is with ships on both banks

and in mid-stream.
