My Lord,

With reference to my immediately preceeding despatch I have the honour to transmit herewith a copy of a despatch from His Majesty's Consul-General at Shanghai and of a letter, with its enclosures, from the Inspector General of Customs on the subject of opium smuggling and the difficulties in the way of controlling it by police and Customs officials.

This correspondence will reveal to Your Lordship the serious position which has arisen - and which it is to be feared will inevitably grow worse- as a result of the indiscriminate cultivation, and consequent muggling, of opium which now exists.

Bir Francis Aglen has kindly agreed to my Merishing Your Lordship with the accompanying copies of his oiraker to the Commissioners of Customs but has stated, in reply to an enquiry from me, that hạ does not wish the circular to be communicated to the League of Nations or the contents to be published without further reference to himself.
