at Canton. He further instructed me, subject to your
approval, to offer his services as mediator, to Mis
Excellency the Governor of Macao. In informed you of this
offer in my W/T message 0910 of 22nd September (Miclosure E)
6. At 0258 I slipped and proceeded and secured to a
buoy in Macso harbour at 1050.
Immediately on my arrival, a Portuguese Naval officer
came on board and informed me that is Excellency the
Governor would be glad to see me as soon as I could come.
I landed at once and was taken to his residence.

His Excellency expressed his gratitude at again
seeing the British flag in harbour and thanked me for the
rapidity of my arrival. he explained at considerable lengt
the whole circumstances leading up to the prosent incident
and then asked my opinion. I informed him that in my
opinion d. p.m. was too early a time for the ultimatum to
expire and strongly urged an extension of this time.
His
Excellency at first said that this was not possible and that
he had also to consider his nationals and troops Wilo were
both very irart at the insult to Portuguese authority. I
then pointed out that he had requested assistance from the
hongkong Government and I had come; he had asked the British
Consul-General to assist and he was probably at that moment
interviewing the Chinese authorities, and I said I did not
consider that 3 p.m. was giving fair time to those from whom
ne had asked (asistance. His Excellency inally informed
thatne would call a meeting of the 'Leal Senado" at unce and
put my views before them, but he very much doubted if they
would agree to a postponement. I then returned on board
at about 1300. The result of this interview we oriefly
reported in my 4/1 message 1345 of 22nd September (Enclosure F)
During the whole of the above interview the
Commissioner of the Chinese Marttime Custous, Lt.Col.F.Hayley Bell, was present at the request of His Excellency the Governor
