My Lord.

In accordance with instructions received from His

Majesty's Minister I had the honour yesterday to address

to Your Lordship a telegraphic appreciation of the situat-

ion which has arisen out of an unfortunate armed encounter

between the Portuguese water police of Macao and some

Chinese soldiers on the 16th instant. I regret that it

should have run to such length, but would plead in ex-

tenuation a desire to explain fully and, I hope, clearly

the actual state of affaire, which farther indiscretion on

either side may aggravate to a degres dangerous in the

extreie.

In supplementing this telegram I cannot do better then

enclose copy of the very admirable report, to which I

would venture to draw Your Lordship's particular attention,

furnished by Commander E.B.Cloete, R.N. of E.1. 5. “Tarantula"

with regard to what is supposed to have taken place on

September 16th, and to the negotiations which subsequently

ensued. I also enclose copy of the memorandumhich I

drafted for my local Portuguese Colleague defining the position taken up by the Government of Xaono, together with

the reply thereto of the Kuangtung Government. In addition

I enclose an able and ingeniously argued presentment of

Ohina's
