Although hostilities between Kwangtung and Kwanghai cannot yet be said to have been brought to a conclusion and although they are not likely ultimately to cease until Lu Yung-t'ing and his leading Generals have removed themselves from the latter province and their levies shall have been disbanded or disarmed, the campaign may be said to be practically over,

I have accordingly the honour to forward for your information

■ report thereon, which at my request has been prepared by Captain D.R. Wahl R.E., in collaboration with the General Staff Hongkong. Captain Wahl who, after having completed an exhaustive course - in Cantonese colloquial and documentary Chinese - is shortly proceeding to England, where he proposes to enter for an examina- tion in colloquial Mandarin, is an Officer of great merit. During the various political phases, through which this province has recently passed, he has rendered valuable service in supplying me with trustworthy confidential information, which his friendly relations with Chinese officers and others enabled him to procure, I understand that, as he does not consider that he will have many future opportunities of making full use of his Chinese attainments in the Army, he may apply for a nomination to the Consular-Bervice. Should he do so and be accepted, he would start with many initial advantages, as all that remains to do, in order to be appointed as Local Vios-Consul, is to acquire a working knowledge of Pakingese colloquial, which he could easily require in six months.
