7. The delegates to attend the Pacific Conference shall be chosen by the people's convention.
8. The decisions of both the people's convention and the military convention shall be promulgated and carried out by the former.
9. The conference shall be convened when the approval of the majority of the provinces and areas shall have been secured.
10. The rules governing the procedure of the conference shall be promulgated when approved by a majority of the delegates thereto.
11. The officials of the locality where the conference is to be held shall be entrusted with all arrangements therefor.
12. The expenses of the convention shall be borne by the various provinces, &c. 13. If found necessary, these regulations may be amended after the conference has opened.
14. These principles of agreement, after being passed by the conference, shall be considered its legal resolutions.
What I have said represents my personal opinion, but at a time when the life of the country hangs by a thread I see no means, other than this, for the salvation of this country and people. I love my country, and who does not? It is sincerely hoped that my fellow-countrymen will give me the benefit of their opinions upon these suggestions, addressing them by telegraph to my office at the Liu Chia Hua Yuan, Hankow.
