I have the honour to remind you that, at the interview, hich took place between us on the 22nd instant, I warned you

Wanning, the British subject Ch'en Tao-heng, arbitrarily

rrested and detained in prison by the filitary Authorities,

here surrendered to me, for trial if necessary, I should

eluctantly be compelled to give full publicity to the high

landed proceedings of the Kwangtung Government in this matter.

It was not until yesterday that I received by post from

uchow a telegram from the leneral stating that the deciding

motor in Th'en Tao-heng's case was whether or not he had divested

deself of his Chinese (sic) nationality. His reallemoy added

hat he had given you instructions to investigate this point

and to set in a spirit of fairness. Inmediately on receipt of

bis telegram I sent är. Vice-Consul wilton to enquire what

jation you proposed to take in the matter. You replied that

jeneral Teng had not as yet received instructions from the

camander-in-hief, and that in any case the question was one

for the Supreme Jourt to determine. The release of the prisoner

thus postponed indefinitely, and in the airaumstances no

lternative is now left to me but' to write to the lovernor of

ngkong asking hia to make public the facts of the case and

je inferences to be drawn therefrom.
