Nos. 18, 3 and of April lat, July 11th and
September let, I have the honour to enclose copy
of a letter addressed on Varch 20 th by Mr. Lao
Chung Pak, Genior Chinese Member of the Hongkong

slative Council, to Mr. Ross, Postmaster-
General of Hongkong, which has been communicated
to me privately and confidentially by the Gover-
nor of the Colony. I also enclose copy of a
report from His Majesty's Consul-Genaral at
Canton dated karch 30th, translation of a note
from the Wai Chiao Pu of date April 4th, and copy
of a despatch from the Governor of Hongkong dated
May 17 th,
