a Chinese island and that they should be prevented by a foreign Power from having unimpeded communication with their own territory. The result of all this is that unceasing trouble must ensue until the boundaries have been traced.
A collision took place on September 16th between Chinese vessels and the harbour constabulary as a result of which shots were exchanged and Portuguese subjects were killed. This happened off the Chinese coast at the mouth of the harbour. This indident was in course of being satisfact wily settled when on the 21st of the month a torpedo boat, acting on the orders of the Chinese military authorities, came from Canton and anchored off Wanchai in the harbour with a view to preventing the junks being interfered with by the harbour constabulary. These latter are in the habit of exacting BUNE of money as license fees from junks who are simply there to scrape their hulls on the Chinese coast. The Governor informed the captain of the torpedo boat that unless he took his vessel out to the anchorage for men-of-war by 6 p.m. on September 22nd foraible measures would be taken. The Governor then ordered the garrison to stand by and requested me to help him. At my request H.M.8. "Tarantula" came immediately to Macao and I urged the Commanding officer to do all he could to prevent the Government resorting to force. on September 24th the torpedo boat, which had departed voluntarily, came back again. A fresh outbreak of feeling in the newspapers resulted in the Governor permitting the torpedo boat to remain provisionally under protest pending ultimate decision by diplomatic means and conditionally upon
