I am directed by Mr. Secretary Churchill
to acknowledge the receipt of your letter of the 3rd of October (No.T 11752/11752/350) regarding the action of the police at Singapore in the case of Mr.E.0.Maempel, and to transmit to you, to be laid before the Karquis Curzon of Kedleston, a copy of a secret despatch to the Governor of the Straits Settlements dated the 15th of January 1921. In
the circumstances it was desirable that Mr.Maempel's movements should be watched, but if his account is accurate, the local authorities would appear to have gone beyond what was necessary for this purpose in creating difficulties as to his landing and in making him aware that he was the object of suspicion and surveillance. In view however of Mr. Zaempel's record in 1016 he does not appear to be entitled to any apology. It is understood that his name has now been removed from the list of suspects
