On the 15th January, 1920, a Passport was issued

to our Client, Mr. E.0. Maempel, and the Foreign Office.

vise was endorsed thereon authorising him to travel to

Java, Singapore and other places.

Mr. Maempel left England accompanied by his wife

and a friend Mrs Vera Vickers Edwards, both British born subjects, who also had passports.

On Mr. Maempel's arrival at Singapore, in April

of this year, he was met on board ship by a representative

of the Harbour Police who refused to allow him to land and

it was only after considerable remonstrance on his part

that he was allowed to leave the ship. He was then in-

formed that he would receive a call from the Detective De-

partment which, however, did not take place. A few days

afterwards he proceeded to Java and on his return journey

to Singapore he received a Note from the Director of

Criminal Investigation Department, Straits Settlement as

follows:-

The Director of Criminal Investigation Depart- ment desires Mr. Maempel to call at his office at the Central Police Station, North British Road, Singapore, tomorrow between 10 a.m. and 12. noon.
