Intelligence report.

Resignation of Military Governor of Hupei was

accepted on August 9th and one of Wupuifu's generals

appointed to succeed him, Wupuifu being nominated

Inspector General of Hunan and Hupei. This did not

satisfy forces attacking Hupei (see my telegram No.

305) who have now been ejected from the province by

Wupuifu. Letter has refused to accept his appoint-

ment and has issued circular telegram to all provinces

condemning both Peking and Canton Governments and

inviting a national conference to meet at Lushan (a happy inspiration owing to its associations) with

a view to formation of united Government, revision of

constitution and appointment of delegates to Pacific

Conference. Situation on Yangtze has caused Chang Tao Lin to abandon all idea of invading Mongolia and

negotiations between him and representative of Far

Best Republic have since been broken off. His

position has at any rate temporarily undergone a set-

back vis à vis that of Wupuifu whose star appears to

be
