My Lord,

In accordance with the instructions contained in Your Lordship's despatch No,312 of March 23rd I have addressed to the Minister for Foreign Affaire the note of which I have the honour to enclose a copy herein relative to the traffic in

and cultivation of, opim in China,

In this note I have, as Your Lordship will observe,

introduced the formal protest based on the enclosure in your despatch No.219 of February 24th by a comprehensive survey of the situation as revealed by information from His Majesty'a Consular officers, the correspondents of the anti-Opim Association and other trustworthy sources during the last

few months. With the help of the most recent reports it has

been possible to amplify in several respects the information

contained in my despatch to Your Lordship No.238 of May 5th

and the evidence of oultivation covers 12 out of the 21

provinces while there is proof of the existence of traffic in

the drug in several of the remainder,

The Anti Opium Association have recently iɛɛned a

special map of China on which are indicated the areas in

which popy oropa ware grown and opium or morphia sold in the

season of 1919-1920, a copy of which I have the honour to

enclose.
