Dear Mr.Wellesley:-
I beg to thank you for your letter of the 25th
instant on the subject of the proposed Cable and Wireless
Negotiations with the Chinese Teegraph Administration, and in
reply, to state that the telegram headed "Proposed Joint
telegram to Peking" was despatched, without any alteration
in the wording, to the Companies Representatives in Peking
on the morning of the 9th instant, or a few hours before we
met on that day! Enclosed I send you a copy of a further
telegram from Peking relating to the Wireless phase of the
negotiationa.
Your understanding of the attitude of the Cable
Companies towards cable communication between Shanghai,
Chefoo and Taku is quite correct.
The proposed cable connection with Swatow depende
upon an arrangement being arrived at with the Administration
possibly in the form of a Terminal Rets for the traffic
exchanged with that Treaty Port in order to protect the
Administration's/
