Dear Mr. Lampson,

IN reply to your letter of the 28th ultimo, I have to inform you that the Postmaster-General's understanding of the companies' proposal regarding the cables between Shanghai, Chefoo and Taku is quite correct.

The cables worked by the companies between Shanghai, Chefoo and Taku would be operated in the same manner as the existing cables, thus enabling all other countries to to have their telegraphic correspondence with China transmitted in accordance with the International Telegraph Convention, and their wireless messages dealt with when suitable arrangements have been come to with China.
