I have had plessure in giving attention to the request conveyed to me by your letter of the 23rd June,
It is very clear that in connection with a work of such
importance as the harbour development of Shanghai, it
could only be astisfactory for the Conservancy Board to
be advised by a Givil Engineer of very considerable
position and experience in that class of work. regard to this fact, and to the time which must necessarily be occupied in the visit and inspection, I feel myself
quite unable to propose the name of any Ingineer whom I san reco mend as suitable to undertake this important duty for a less fee than five thousand guiness; and it is the invariable practise with members of this Institution that
their travelling and other necessary out-of-pocket expanass
be reimbursed to them apart from the question of their
professional fees.
