I notice too from the correspondence
that the President of the Institute of Civil Engineers has a ready been asked if he can nominate someone else, but is unable to propose the name of another suitable candidate, and as a member of that Institution, I could hardly suggest anyone in a case where my own President
was unable to do so.
I understand that the scheme is likely
to cost some millions, and in the circumstances, I would hardly have thought it good economy not to pay for the
best advice.
