I have received your letter of the 16th July, enclosing a letter from the Foreign Office, together with a precis of some former correspondence regarding the desired nomination of a British Engineer to serve on an International Committee on Harbour Development at Shanghai, and asking me if I could make some suggestion as suitable engineer for this post.

It seems to me that for such to pay the fees they ask for. an important and extensive scheme as that which has to be considered by an International Committee, the representatives of Great Brita in should certainly be the best we can vend, and I know of no firm in London or in this country, who have so good a name for Harbour work us Messrs. Rendel, Palmer &
and Tritton, or Messrs. Coode Matthews Fitzmaurice & Wilson,
