My Lord:-
I have the honour to transmit to Your Lordship,
herewith, two despatches which I have received from His
Hajesty's Consul at Tansui, respecting the opium and morphis
traffic in Formosa.
Mr. Phipps' most recent investigatione coincided
with my own visit to Formosa, and I can support most of wha“
he Bays. We visited the Government opium factory in
Faihoku, not at all of our own accord, but at the urgent
request of the Officials concerned. The explanation giv
of the processes by which opium paste is manufactured
crude opium semed clear, and, so far as those who ar
experts could judge, correct. But though the superin
of the factory did not refuse to show us the process
morphine is alleged to be separated from the opium, ₺
obviously did not wish to do so, and their explanatia
what we saw were unintelligible. I was not really s
whether we were witnessing the manufacture of morphin
another (and perhaps stronger) kind of opium paste.
The official explanation is that Turkish opi
contains more morphine than is desirable in opium past
