your letter of the 25 June, No. F 2103/
2103/ 10, enclosing & copy of a desp.
received from H. M. Minister at Peking on
the subject of the proposed Customs
Agreement between H, Kong and China.
2. While Mr. Churchill regrets that
H. M. Minister at Peking should have been
placed in the position of being unable
to sign an agreement the negotiation of
which had been carried on with such
care and ability by himself and his
predecessor, he does not see any reason
lathey
to suppose that the withdrawal of H. King
de eshtire to H. M. Legation any less of
"funa", in view of the reasons set out
in the 7th. para, of Sir R. E, Stubb'
conf. desp. of the 10 Feb. 1920, a copy
of which accompanied the letter from this
Dept. of the 17 Apl., 1920. In any case,
Mr. Churchill agrees that no useful
purpose would be served by continuing the
discussion further for the present.
3. In view however, of the fact that Sir B.Alston's desp. and précis appear
to be somewhat misleading in certain partico., Mr. Churchill desires to point
out the following facts:-
(1) The ides of the Customs Agree-
ment originated not with the Govt. of
H. Kong.
