No. 1.
Sir C. Eliot to Earl Curzon.-(Received April 27.)
(No. 151.) (Telegraphic.) R.
Tokyo, April 26, 1921. PRESS reports that Governor-General of Korea has made a conciliatory speech about missionaries, in which he said that Japanese authorities have failed to appreciate noble work done by them, and that missionaries have not always properly understood Japanese. He therefore desired local authorities to come into closer contact with the missionaries and respect their rights. If such rights are not respected there is great fear of misunderstandings.
