A licensed person on each sale of opium shall enter on the certificate of sanction to smoke the date of sale, the quantity sold and the price.
Art. 15. A licensed person shall keep books showing import, transport, manufacture and sale of opium, and shall furnish clear details of receipts, disposal and balance of opium in stock.
Art. 16. Persons contravening the provisions of articles 3, 6 or 9 shall be liable to
a fine not exceeding 50 yen.
Art. 17. Persons contravening the provisions of article 12 shall be liable to a fine not exceeding 200 yen.
Art. 18. Persons contravening the provisions of articles 4 or 5 shall be liable to a fine not exceeding five times the total value of the opium imported, transported, manufactured, sold or kept in stock.
This value shall be decided by the Government.
An uncompleted contravention of the first paragraph above shall render the offender liable to a fine.
Art. 19. Any opium, smoking apparatus or poppy in a person's possession in contravention of these regulations shall be confiscated."
Supplementary Rules.
This ordinance shall come into force from the date of issue.
Persons who have been licensed to import, manufacture or sell opium and persons who hold a certificate of sanction to smoke opium at the time of the issue of these regulations shall be regarded as persons who have been licensed or who have received sanction in accordance with these regulations.

German Regulations for Control of Opium into the Leased Territory.

Ordinance regarding Opium.
IN virtue of paragraph 15 of the Protected Territories Law and paragraph 1 of the Order of the Imperial Chancellor of the 27th April, 1898, it is hereby ordered as follows:-
1. The cultivation of poppy for the production of opium is forbidden in the protected territory. Poppy planted contrary to this order will be destroyed.
2. Opium may only be imported in original packing. The import of smaller quantities than one case and the import of prepared opium is forbidden,
All opium entering by sea must immediately on the arrival of the vessel be reported to the customs, who will superintend its transfer into the customs warehouse, and are empowered to stop suspicious goods and cause them to be searched. The commandant of the vessel shalf in such case facilitate the search in every way.
Opium may only be imported from the interior of China by land into the German protected territory on a bill of lading as express goods on the railway.
Every other method of importing opium by either land or sea is forbidden, more especially as luggage or hand parcels. The railway has to give notice before the arrival of opium to the customs, who will superintend its transfer into the customs warehouse.
3. After payment of duty the customs authorities will mark with a special stamp opium destined for consumption in the protected territory.
The opium may then be sold to dealers officially authorised to prepare it and place it on the market. The sale is made by means of an order on the customs warehouse. Delivery orders will be booked and preserved in the opium warehouse, so that the amount in store and the amount received by each dealer can be ascertained daily. The customs officer will enter in the dealer's licence the quantity delivered on each occasion.
4. The preparation of opium for the use of smokers will take place under official control.
The proper banderoles, sealing the opium and bearing the customs stamp, are to be kept and handed over to the customs officer,
5. Any person desiring to smoke opium must personally obtain a licence from the opium official. The fee for the licence will be 1 dollar per month, payable quarterly in
advance.
The licence only authorises the person in whose name it is issued to smoke opium, and that only in the house specified in the licence.
Persons under 25 years of age will not be granted licences. By order of the civil commissioner, the issue of a licence may be refused to other persons and a licence already issued may be withdrawn.
6. Smokers must observe the following rules
--
(1.) The acquisition of raw opium and imitations of opium is forbidden.
(2.) They may only obtain prepared opium from the authorised dealers. When doing so, the licence must be produced, and the quantity and kind of opium and the date must be endorsed thereon.
(3.) The opium boxes of authorised dealers, bearing the official labels, are to be carefully kept so that the inscription and date can at any time be read, When empty, the boxes are to be returned.
