Art. 5. The Governor of the province shall draw up a report (Form 2) based on the reports he has received in accordance with article 6 of the order, and shall forward it to the Governor-General of Korea by the last day of March each year.
Art. 6. The heads of police stations shall, when persons have violated article 11 of the order, or been punished under any other provisions of the order, and their offence has been regarded as grave, report the gist of the facts to the Governor of the province.
When the Governor of the province has received the report mentioned in the preceding clause, and considers the affair grave, he shall at once report it to the Governor-General of Korea.

Tokyo, April 1, 1921. I HAVE the honour to enclose herewith for your Lordship's information a translation received from His Majesty's consul-general at Seoul of the regulations in force in Korea for the control of morphine, cocaine and their kindred salts.
These regulations are practically identical with those in force in Japan, a translation of which was enclosed in Sir Charles Eliot's despatch No. 622 of the 29th December last, except that in the latter there is no clause corresponding to article 3 of the Korean regulations.

Regulations in force in Korea for the control of Morphine, Cocaine and their Salts.

Order No. 194 of the Government-General of Korea.
THE following matters have been determined for the control of morphine, cocaine and their salts.

Article 1. Persons wishing to import from foreign countries or Japan morphine, cocaine and their salts, must furnish the various particulars mentioned below and obtain the permission of the Governor-General of Korea. When it is desired to alter the particulars mentioned in headings 2 to 5 inclusive, the same rule shall apply. But as regards a change in the estimated period mentioned in heading 4, this rule shall not apply to cases where the time does not exceed thirty days.
1. Domicile, site of place of business, business and name.
2. Articles and quantity.
3. Name or trade-name and site of place of business of sender of the goods.
4. Estimated period for importation from foreign countries and Japan.
5. Name, place of importation from foreign countries or Japan.
Art. 2. Persons wishing to export to foreign countries or Japan, morphine, cocaine and their salts must furnish the various particulars mentioned below, appending a certificate to the effect that the receiver of the goods has obtained the permission of the authorities concerned where he is for the importation from foreign countries or Japan, and obtain the permission of the Governor-General of Korea. When it is desired to alter the particulars mentioned in headings 3 to 5 inclusive, the same rule shall apply. But as regards the estimated period mentioned in heading 4, this rule shall not apply to cases where the time does not exceed thirty days.
