4 financial condition at the close of the year. The corporation

5 shall furnish a true copy of the report to each of its stock-

6 holders.

he has reason to believe that such business and affairs are

2 being conducted in a manner (1) contrary to the provisions

3 of this Act or any other law or treaty of the United States, or

4

of the articles of incorporation or by-laws of the corporation,

5 or (2) detrimental to the business interests and good will of

6

the United States. The cost of the examination shall be paid

SEC. 13. That every dividend declared by the corpora-

8 tion shall be derived wholly from the surplus profits of its

9 business, to be determined in such manner as shall be by

10 regulation prescribed.

SEC. 14. That the Secretary of Commerce and the

12 Secretary of State are authorized jointly to prescribe and

13 promulgate such regulations, not in conflict with the provi-

14 sions of the Act, as they deem necessary to carry into effect

15 the provisions and purposes of this Act, including the manner

16 and form in which the corporation shall keep its records and

7 by the corporation upon the demand of the Secretary of Com-

merce. If the corporation fails to pay such costs upon such

9 demand, the Secretary of Commerce may collect the amount

10

of the costs in a civil suit against the corporation brought in

the name of the United States.

SEC. 16. That the Secretary of Commerce may suspend

accounts and the amounts of any fees authorized to be pre-

18 scribed by regulation. The Secretary of Commerce is

19 authorized to issue such orders, not in conflict with the pro-

20 visions of this Act, as he deems necessary to carry into

effect the provisions and purposes of the Act. All fees

21

22 paid under this Act shall be covered into the Treasury of

the United States as miscellaneous receipts.

SEC. 15. That the Secretary of Commerce may ex-

amine the business and affairs of the corporation whenever

the charter of a corporation whenever, with or without ex- amination as provided in section 15, he becomes satisfied

that the business and affairs of the corporation are conducted or have been conducted within the year last preceding in a manner (1) contrary to the provisions of this Act or any other law or treaty of the United States, or of the articles of incorporation or by-laws of the corporation, or (2)

20 detrimental to the business interests and good will of the United States. Such suspension shall not take effect until ten

22 days after the Secretary of Commerce files suit in the United 23 States Court for China for revocation of the charter of the
