normal, technical and agricultural have been opened during the quarter, and, following on the decision of the Nanking normal high schools to admit girls to its classes on the same terms as boys, it is now stated that the normal schools at Shanghai, Soochow and Yangchow employ women teachers.

Since the appointment of Wang Hu as Civil Governor, a committee of influential notables, including the chairman of the Provincial Assembly and representatives of the Kiangsu Society, have been negotiating with him for the establishment of an executive council, selected by the provincial gentry from among their number, to assist him in the government of the province. If such a council is actually brought into being it will mark the beginning of genuine representative government in the province, and also, it may be added, of increased autonomy tending towards decentralisation.
