the opinion that this supervision should consist of Chinese and foreign co-directors, with joint powers, supported by a foreign staff comprising at least two assayers, three inspectors and an accountant.

The Associated Chambers are in complete agreement with the view of the Foreign Exchange Banks that adequate foreign participation in the control and working of the mint is an absolute essential to its success, and they believe that, once the Chinese Government fully appreciates the significance of the assays of Chinese currency made in India, as described by Mr. Stitt in his address to the conference, it will realise that such an arrangement is the only method of ensuring the production of a coinage capable of winning and retaining universal confidence.

The Foreign Exchange Banks which are willing to assist the Chinese Government financially in establishing the proposed miut, are also of the opinion that when it is in full working order the coinage of dollars by other mints in China must be discontinued unless they are placed on exactly the same footing and under the same measure of foreign supervision as the Central Mint at Shanghai.
