October 20th, 1917, the United States Government

delayed to January 28th, 1919, before refusing to

recognise it. It was unfortunate that this dis-

avowal after 15 months, now revealed for the first

time in the memorandum of February 15th, was not

disclosed before. Earlier disclosure might have

had a bearing on the negotiations between the Chinese Government and the Marconi Company.

His Majesty's Government, like the United

States Government, attach the greatest importance

to Anglo-American co-operation in the Far East

where the principles of policy of both are the

same, and it would be infinitely regrettable if

a conflict of wireless interests were to mar

prospects of co-operation; but United States

Government will realise that where legitimate

Eritish interests are challenged they must be

supported, from however friendly a quarter the

challenge may come.

United States Government are also invited

to consider a further aspect of the question in

connection with the obligations of the Poulsen

Wireless Corporation under the agreement of

September 12th, 1911, by which they acquired

their rights in the Poulsen patents. By clauso

10 of that agreement the Corporation agreed that

the vendors, Messrs. Pedersen Poulsen and

Blechinberg, had exclusive rights outside the

United States and other American territories,
