Tokyo, February 18, 1921. WITH reference to my despatch No. 622 of the 29th December last enclosing a translation of the regulations for the control of the import, export, manufacture and sale or purchase of morphine, cocaine and their kindred salts in Japan, I have now the honour to submit herewith a copy of a despatch from His Majesty's consul at Tamsui forwarding a translation of the corresponding regulations issued for enforcement in Formosa.
There is practically no difference between the two, save for the omission in the latter of the articles (4 and 9 in the regulations for Japan) relating to manufacture. This, I am informed, is due to the fact that by articles 2, 3 and 9 of the Opium Ordinance (Formosa) of 1897, a translation of which is also enclosed for convenience of reference, the manufacture of opium or of drugs containing the same ingredients as opium is strictly forbidden to the public in Formosa. Manufacture is entirely in the hands of the Opium Monopoly Bureau.

Tamsui, January 11, 1921. I HAVE the honour to transmit herewith a translation of regulations for the control of morphine, cocaine and other narcotics in this island, which were issued on the 15th December last and came into force on the 1st instaut. The regulations contain no reference to the importation of these drugs from foreign countries, since this is already covered by article 2 of the Formosa Opium Ordinance, which prohibits, among other things, the importation of opium, its derivatives, or drugs having the same effect, from foreign countries These regulations have been issued in conformity with article 295 of the Peace Treaty with Germany, and are similar to those issued for Japan. It will be interesting to note whether these regulations will serve to check the smuggling of morphine from this island into China. Unfortunately it remains to be seen how far certain high officials of the Formosan Government are really desirous of putting a stop to this practice.

REGULATIONS for the control of morphine, cocaine and salts thereof in Formosa are determined as follows:-

Regulations for the control of Morphine, Cocaine and Salts thereof in Formosa.
Article 1. Anyone desirous of importing morphine, cocaine and salts thereof from Japan shall obtain the permission of the Governor-General of Formosa, furnishing information in regard to the items mentioned in the following clauses :-
(1.) The description and quantity of the articles.
(2.) The name or trade naine and the business address of the shippers.
(3.) The expected date of import.
(4.) The name of the port of importation.
