Madrid, February 25, 1921. WITH reference to my despatch No. 75 of the 7th instant, I have the honour to inform you that the "Gazette" of the 20th February publishes a notification to the effect that the Spanish Minister at The Hague signed on the 11th February the open protocol drawn up at the International Opium Conference of June 1914, signifying the assent of the Spanish Government to the bringing into force of the Opium Convention signed on the 23rd January, 1912,
