I AM directed by the Secretary of State for India in Council to acknowledge the receipt of Mr. Wellesley's letter, dated the 18th January, 1921, on the subject of the preparation of dossiers containing a complete collection of all relevant documents regarding the opium laws and regulations and the opium traffic as affecting India.
2. India is an original member of the League of Nations, and Mr. Montagu attaches considerable importance to the recognition of the principle that, in matters relating to that membership, the India Office should not be regarded as a Department of lis Majesty's Government. In these circumstances, Earl Curzon of Kedlestone will no doubt agree that it would be more appropriate if the information in question, when collected, were transmitted direct to the Secretariat of the League of Nations.
It is understood, however, that the Advisory Committee on Opium, if appointed, will probably circulate to the various Governments a questionnaire on the subject.
