I have been told by the Norwegian Minister, who was
until lately in charge of the interests of Denmark,
that
some time ago he received orders to act in concert with
ne in protesting against the American Contract as infringing
Cable Companies' privileges.
On my informing him that I had already protested on
other grounds, he proceeded to lodge a protest independently.
Copies of a joint protest addressed January 31st. by
the Manager of Cable Companies at Shanghai to The Director
General of Telegraphs were sent to me and to the Danish
Minister, together with a letter asking for our assistance.
In interviews with Minister for Foreign Affairs I had
on several occasione alluded to the rights of Cable Companies
vis á vis Chinese Goverment; and I mentioned them in the
course of my interview with the Prime Minister referred to
in my telegram No.73. Afterwards I informed the Shanghai
Manager of the Eastern Company of the steps which the
Chinese Government had taken to ensure that any further
action under the American Contract should be suspended.
