that occasion, and should make every effort to put into execution in this country coercive measures for the trade in opium and its products, such as cocaine, &c.; further, as our present customs regulations have no power to restrict such commerce, it is indispensable that Congress should legislate with that urgency which the case demands in accordance with the clauses of that convention for the following:

(a.) That the importation of such drugs shall not be permitted except to legitimate concerns, druggists, pharmacies, laboratories, &c., and even then, only for therapeutic needs;

(b.) That the introduction of such compounds shall only be permitted through the

custom-houses or customs posts of the same degree;

colis," shall be subject to the same supervision and restrictions as established in the customs regulations under paragraphs (a) and (b);

(c.) That the movement of such compounds through the post, as parcels or

(d) That the export of such compounds shall not be permitted;

(e.) That the "colis" containing cocaine, opium, preparations of opium (morphine, heroin, &c.), or their extracts, must be plainly marked externally with a printed or written description of their contents, in order to facilitate their rapid checking;

(f) That the re-export of such products, in those cases where the conditions of the order have not been complied with, shall only be permitted to the actual sender and to no other;

(g) That the export or import of the compounds in question, under any conditions except those permitted and provided for, shall be considered as contraband and subject to the corresponding legislative penalties.

The administration and regularisation of the traffic permitted in these compounds the measures shall be subject to the Department of Public Health, which shall draw required for their application, being permitted to include at a later period any further measures which may have been found necessary in order rigorously to carry out the objects of the International Opium Convention.
