Postmaster General kas brought up the following points
in order to help the deliberations of Committee when it meets on February Bird,
1. Is there already a factory in China opened by Chinese National Telegraph Comparty ↑

3. Is it correct to assume that under the American Opatrnot orection of the installations congarned is contemplated by Amerisan Company se contractors to Chinese Government and
that they are not merely granted

As Postmaster Genaral points out, if a genoession 1. involved, though that would infringe the exclusive concessions
of the Cable Companies, and almo, possibly, the Mitaui
Agreement, the Marconi Agreement would not premium bly
infringed.
Please let me have an answer before Pebruary 2örd if
possible.
