"Chima Loans and Concessions", January 21st, 1918, paragraph 1
and August 2nd, 1919, paragraph 6, the Committee will appreciate
that it was in return for substantial benefits conferred that the
Chine so National Wireless Telegraph Company received its priority
rights from the Chinese Government. Under Article 3 of their
agreement of May 24th, 1919, the larconi Company gave the Chinese
Government the right to use in China all the Marconi Company's
patents, rights, designs, drawings, and secret processes, part,
present or future, for wireless telegraphy and telephony;
in return the Chinese National Wireless Telegraph Company re-
ceived a definite undertaking that the Chinese Government would
accord then certain exclusive rights in the matter of supply to
them of wireless equipment. In the circumstances this can hardly
be regarded as a monopoly, but rather as the grant of an agency for the supply of wireless equipment to the Chinese Government
in return for specific services rendered.
9. Before coming to any decision as to what action can be
properly adopted, Lord Curzon would be glad of an expression of your Committee's views on the two points now at issus (s) the
desire of the Cable Companies to secues an extension of their existing monopoly beyond 1930 and (b) whether a protest with regard to the infraction of Messrs. Marconi's rights by the
