1. In the event of foreigners being engaged in the future
as technical experts in connection with the telegraph system (wired) in any part of China, the Exchange Bank of China shall
first be consulted.
2.
In the event of foreigners being engaged in the future
as technical experts in connection with such improvement and extension of the telegraph system (wired) as shall be carried out with the funds provided by the present loan, it is expected
that suitable Japanese be engaged,
3. In the event of the future purchase of foreign materials
required for the telegraph work referred to in the agreement, Japanese goods shall be purchased if equal or superior to others
in quality and equal to, or lower than, others in price.

The Japanese banking group having agreed at the instance
of this bank to furnish money, and an agreement having been
executed for the loan of 20,000,000 yen to be used by your
Excellency's Government in the improvement and extension of the
telegraph system (wired), I have the honour to inform you Excellency that the following three conditions have been decided upon as the result of the negotiation with the Japanese banking group provided for in the final clause of the preliminary agreement executed on the 10th April, 1918, by your Excellency's
Goverment with this bank:-
