7. The Government has the right to keep its own officials on
the station to control its working and supervise all accounts in
order to ensure that payments are made in accordance with the
stipulations under (6). Students may be appointed to the station
by the Goverment for the sake of being educated there, but the
Government shall then pay the expenses for keeping the students
at the station.
8. In order to ensure the largest possible income from the
working of the station, the Government shall allow its working in ponnection with all or any such stations outside of China, as wal las ensure the largest and most profitable traffic, including all
