THE Secretary of State for Foreign Affairs presents his compliments to the French Ambassador, and has the honour to acknowledge the receipt of His Excellency's memorandum of the 10th instant, in which M. Cambon was good enough to inform him of a conversation which had taken place between the French Chargé d'Affaires at Peking and the Japanese Minister relative to French participation in the preliminary advances on account of the projected supplementary Chinese Reorganisation Loan.

Mr. Balfour thinks that it would be well to explain confidentially to M. Cambon the position of His Majesty's Government and of the British group in the international con- sortium in regard both to these advances and to the proposeć

loan.

The French Goverment are, no doubt, aware that the fli advance of 10,000,000 yen on account of the prospective seco Reorganisation Loan was made to the Chinese Government by the Japanese group independently of the other groups in the conso: tium by an agreement concluded between the Yokohama Specie Bank, representing the Japanese group, and the Chinese Govern on the 38th August, 1917. This advance was negotiated ostensi for administrative purposes. In the following month the Chinese Minister for Foreign Affairs submitted a proposal to the representatives of the international consortium for a second or supplementary issue of the Reorganisation Loan for 20,000,000 1.,
