Colonial Office, paragraph 4 of his despatch of same date to Teking and his telegram of 21st uctober to Jolonial office? heading these three
extracts together it appears to me that the Governor has withdrawn his objections and that there is now nothing to prevent the amendment of the Hong Kong
Ordinance.
e sent you the above three documents on
the 26th of october, and it would seen that at any
time since that date, or at any rate since the
"oreign office received the Peking despatch of 22nd
September and saw that it did not affect the general
question, your people were in a position to write
to us and ask us to direct the Governor to proceed
with the amendment of the Hong Kong Ordinance.
If you agree with my reading of the three
documents in question perhaps you will have an
official

official letter sent to us asking us as above, and
we will then take the necessary action. I do not
think that there is anything else to discuss.
