I have the honour to refer you to your tel÷grầm ro, 25
of the 13th instant, and to my reply thereto No. 47 of the
15th instant, on the subject of Pesaro, Loxley
Company'a
proposals concemin;, the Canton-Hankow Railway, I have de-
layed su’mitting this further report partly owing to my
being prevented by the pressure of work occasioned by the
present politionl situation here from givin. the matter the
consideration it required, and partly because I wished first
to consult Ir,"tabb, which I did not have an opportunity of
doing until yesterday,
The first I heard of the matter wan "ir Reginald Stubbhå
letter to me of August 18th last enclosinit a copy of his
despatch to you of the same date. A few days later I saw
r.Fletcher, the Coloniel "ecretary, und pointed out to
him that the soi-disant Vilitary Govarama nt was not recog-
nized in any way by „Government, and the result of this
conversation was the Governor's further despatch to you of
the 23rd ultiro.
I venture to submit that a contr-at on those lines,
even if negotiated with the Provincial uthorities instead
of the Military Government, would be impossible to carry
out. As Heaars,Loxley & Company point out - and even in-
aist - the first step to be taken in the acquisition of the
portion of the line already constructed; this is valued
