With reference to my confidential despatch No.300/07
of the 18th August, 19:30, I have the honour to state that His
Majesty's Consul General at Canton has pointed out that Hesare.
Loxley and Co'a nagosjations regarding the Canton-Hankow Railway
have been carried out with the Military Goverment at Canton,
and that, as the Provincial Authorities have not been consulted,
it is impossible to support the schema.
2. I was under the impression that Kasers, Loxley and Co.
ware in communication with My Goffe, but I find that this was
not the C196 It was not wy intention to suggest that this
Government should support s project which has not been negotia-
ted through and approved by His Yujusty's Consul General; but
I shall be glad to learn chether in your opinion His Majesty's
Government would consent to steps being taken by the ongkong
Goverment in consultation with the Consul General ut Canton
for the furtherance of some practical scheme whereby the Canton-
Hankow Railway may be completed it an oarly date with the sasiss
anc a of British ospital and under British supervision.
