With reference to your letter of the 10th February No.3195 relative to the appointment of Prison Warders in Hong Kong, I have the honour to enclose a copy of a paragraph which appeared at the instance of Mr.Millington, a Sanitary Inspector serving in Hong Kong, on the 11th March in the Dover Express inviting ex-service men to apply to us for particulare of the appointments in question.

The last of the vacancies referred to was filled on the 23rd February or 16 days before the notice appeared in the paper, and in consequence the information served no good purpose either to ex-service men or to the Colonial Government, but on the contrary has given us unnecessary work in answering enquiries about vacancies which no longer exist.

We are not aware whether Mr.Killington's action had the approval of the Governor but we suggest that it is not advisable for officers in the Colonies to communicate information If the head of a respecting local vacancies to the public press. department in which vacancies occur should consider that the advertisement calling for candidates should appear in a certain paper and we are informed accordingly, we would see that the advertisement did appear in that particular paper. In the present case it appears that a somewhat subordinate officer in the Sanitary Department is dealing with appointments quite outside the Department to which he is attached.
