The shipping position itself appears as follows:- In Hongkong at the outset we may exclude the question of large ocean-going stemers from this discussion because, without exception, they are probably already fitted in accordance with the proposed Government requirements, this applying to foreign as well as British ocean-going vessels. We therefore come to vessels of moderate sise in Far Eastem watera, which, almost without exception are under the eye of the Harbour Office, their trade routes and navigating conditions being very much under the observation and control of the Hongkong and Bingapore Authorities. mese are the vessels which will cone under the Vireless Act new being contemplated for Hongkong, and, considering all the ofrommstances such as ago of some of the stemmers, cost of installation, difficulties in arranging for additional trained personnel, as enay treatment as possible should be accorded to thena vessels already in the trade, As Commander Hake suggesta, under clause (a) on page 3, ships built subsequent to the passing of the Act in Hongkong would in all probability be fitted with necessary wireless telegraphy equipment and accommodation,

• age

Commander Hake is of the opinion that wireless telegraphy is necessary in all ships defined in his paragraph (1), but he considers the introduction of the Home Act in its entirely msuited to our local conditions, It is to be hoped

that his ideas of modification may lead to more liberal relaxat- ion of the Home Act than he has so far set out, Hie points are put quite reasonably but there is room for further consideration in some directions, It would be well if the definition in paragraph (1) should follow the Home Act with the qualification, STEXT BÉB~Zoing ship, being a passenger stemmer or a ship of 1,600 tons gross tonnage or upwards, The Home Act refers in the first instance to British ships, but in a later clause refers to ships other than British while they are in any port in the United Kingdom. It is understood the intention here is to apply the Act to ships of all nationalities entering Hongkong,
