Merchant Shipping (Wireless Telegraph) Act 1919.
Its Application & Adoption at Hongrong.
I am of opinion that Local Legislation on the lines of the Home Act is desirable, but with certain modifications adapted to the requirements of local conditions.
My idea is somewhat as follows:-
1. Every passenger ship and every ship of 1,600 tona
gross tonnage or upwards shall be provided with a Wireless Telegraph installation,
2. The foregoing to apply to all ships irrespective
of nationality.
(a) British ships registered in Hongkong. (b) ships other than British ships registered
in Hongkong while they are within any port in the Colony.
(c) British ships registered in the United
Kingion habitually employed in the China
Seas (such ships to receive exemption from
the Act by the Board of Trade (vide chapter 38 section IM.§. W/T Act 1919).
3. The type or make of the installation to be left
entirely to the ship owner - subject to a stand- ard of efficiency approved and passed by the Superintendent of Wireless Telegraphy.
4. Asiatics may be employed as operators and/or
watchers,
(a) in operator to be sufficiently trained and
qualified to take charge of and operate & Wireless Telegraphy set.
(b) ▲ matcher to be qualified as capable of
transitting and receiving a V/T message in plain English.
